In its pre-designation phase, the CMRAO is governed by an independent Board of Directors, which is composed of senior professionals with a range of expertise in the condo industry and condo law, administrative authorities, and technology. The following individuals were invited by the Ministry of Government and Consumer Services to act as first Directors to oversee the implementation activities and govern the CMRAO:
Aubrey LeBlanc, Chair
Aubrey LeBlanc is the current Vice-Chair of the Bereavement Authority of Ontario. Mr. LeBlanc has extensive executive experience from serving on boards for associations in the building industry and as the former Chief Executive Officer and Registrar of Tarion. He is employed as the Chief Administrative Officer of the Ontario Building Officials Association and, as a volunteer, is the immediate past-president of the Consumers Council of Canada, and is the Chair of the Consumer and Public Interest Panel of the Standards Council of Canada. Additionally, Mr. LeBlanc is the former Chief Operating Officer of the Ontario Association of Home Inspectors. Mr. LeBlanc was part of the expert panel for the Condominium Act Review and was a member of the Condominium Management Regulatory Authority Advisory Working Group.
John Oakes, Secretary and Treasurer
John Oakes has been involved in the management of condominiums for more than four decades and he has held his current position as CEO of Brookfield Condominium Services Ltd. for the past 19 years. He has been teaching the Association of Condominium Managers of Ontario (ACMO) “Condominium Law Course” at Brookfield for the past 10 years, and is a former Director and President of ACMO, the first Co-chair of the annual ACMO/CCI Condominium Conference, and Chair of the ACMO/CCI Legislative Review Committee that consulted with the Province of Ontario on the 1998 Condominium Act. Mr. Oakes was involved in the Ministry of Government and Consumer Services’ technical consultations on reserve funds, insurance and licensing and was a member of the Condominium Management Regulatory Authority Advisory Working Group.
Joan Andrew, Board Director
Joan Andrew worked in the public sector for more than 30 years, serving as the Deputy Minister of the Ministry of Citizenship and Immigration from 2006 to 2009, after working as Assistant Deputy Minister in a variety of Ontario government ministries. Ms. Andrew held the post of Distinguished Public Servant in Residence at Ryerson University from 2010 to 2015, and is currently the Vice-Chair of the Niagara Parks Commission, a member of the Community Impact Committee at United Way Toronto and York Region, a member of the editorial board at the Mowat Centre, and sits on the board of the Toronto Region Immigrant Employment Council.
Gail Beggs, Board Director
Gail Beggs has more than 30 years of experience in the Ontario Public Service, including serving as Deputy Minister of the Ministry of the Environment and the Ministry of Natural Resources, and as the Deputy Minister responsible for the Ontario Secretariat for Aboriginal Affairs. Ms. Beggs has served as the President and Chief Executive Officer of the Ontario Clean Water Agency and as the Chair of the Great Lakes Fishery Commission. Ms. Beggs currently serves on the board of the Ontario Lottery and Gaming Corporation, the board of trustees of Forests Ontario, and the Government Relations Committee of DeafBlind Services Ontario. Ms. Beggs was the Chair of the Condominium Management Regulatory Authority Advisory Working Group.
