CMRAO Stakeholder Implementation Working Group
The CMRAO Stakeholder Implementation Working Group has been established to support the CMRAO in advance of designation. The Working Group has been asked to provide input and identify considerations to ensure the smooth development and implementation of the CMRAO. The group will advise on specific implementation issues, such as fees and education, and will help guide the Authority on next steps. Membership is comprised of a cross-section of stakeholders representing various perspectives within the condominium industry.
Marshall Leslie is a member of the Consumers Council of Canada. He serves on its Board of Directors and chairs its Housing and Energy Committee. Mr. Leslie currently serves on technical committees and sub-committees of the CSA Group, National Association of Home Builders of the U.S., and the Residential Construction Council of Ontario. He is the owner and principal of M.Leslie Inc.
Sally Thompson is a professional engineer with Synergy Partners and has been practicing in the condominium industry since 1990. Recently, Ms. Thompson worked a Senior Policy Advisor in the Ministry of Government and Consumer Services, with a focus on the Condominium Act. Ms. Thompson is currently the President of the Toronto Chapter of the Canadian Condominium Institute and sits on the Tarion Condo Task Force, which advises on matters relating to condominium common elements. Ms. Thompson has played an active volunteer role in the ongoing Condominium Act reform, including participating on the Expert Panel advising the government on required changes. Ms. Thompson also volunteers with the Association of Condominium Managers of Ontario, Tarion and Professional Engineers Ontario. Ms. Thompson has a Masters of Science from Queens University.
Debbie Dale is the president of Muskoka Condo and Rental Services, which offers condominium, rental and commercial property management services in Muskoka. She has several decades of experience in condominium, rental and commercial property management, and real estate sales in Toronto. She serves on the Canadian Condominium Institute Huronia Board and is Chair of the Muskoka Chapter of CARP (Canadian Association of Retired Persons), serving a growing membership of more than 1,200 members. She was President and is currently Vice-President of Municipal Affairs for a waterfront ratepayers association.
Allan Rosenberg has been in the property management industry for more than 35 years. He has worked in both the rental and condominium environments, and has spent the past 30 years at Del Property Management Inc., where he is Vice-President. He has obtained an Associate of the Canadian Condominium Institute designation, and a Registered Condominium Manager designation from the Association of Condominium Managers of Ontario. Mr. Rosenberg studied Construction Theory at Ryerson Polytechnic Institute.
Warren Kleiner is a partner with Miller Thomson LLP practicing as a real estate lawyer with a focus on Condominium Law. Mr. Kleiner primarily represents condominium corporations. He assists condominium boards and management companies, and advises on all matters relating to condominium governance. He reviews and advises on the Condominium Act, declarations, by-laws and rules, and all agreements entered into by condominiums. He also advises on liens and proceedings involving problematic owner-condominium relationships. Mr. Kleiner is active with the Canadian Condominium Institute and the Association of Condominium Managers of Ontario and is a regular contributor to Miller Thomson’s Let’s Talk Condo newsletter. He has a Bachelor of Arts from Concordia University and obtained his LLB from Osgoode Hall Law School.
Raika Sheppard is a condominium owner and is a director on the board of her condominium. She has completed her certificate in condominium management from Mohawk college and has successfully completed her RCM examination. Ms. Sheppard is currently enrolled in the Ontario Real Estate Association courses and is working on obtaining her real estate licence. Ms. Sheppard has a Bachelor of Arts in Political Science from York University and her J.D. from Taft Law School.
Nadia Freeman is the Manager of the Residential Division of The Regional Group of Companies. Her area of expertise includes construction/project management, design, renovations and distressed properties. She has been with The Regional Group for over 29 years and has been in the real estate industry for 35 years. Nadia has obtained an Associate of the Canadian Condominium Institute (CCI) designation. Nadia is actively involved in Eastern Ontario Landlord’s Association, Building Owners and Managers Association (BOMA) and CCI.
Todd Cooper is the President of FirstService Residential Ontario, a North American residential condominium property management company. He has worked in senior leadership roles in the customer service industry for the past two decades. Since joining FirstService in April 2012, Todd has overseen many initiatives, including the delivery of an integrated service model for property management, front desk security, housekeeping, and custodian services. A resident of Oakville, Todd is a Board Member of Habitat for Humanity Halton-Mississauga, along with other community activities.
